With reference to Your Lordship's telegram

No.180 of 4th October in which you requested me to

offer the post of Attorney General, Hong Kong to

Mr. A. C. V. Prior, I have the honour to inform you

that Mr. Prior has expressed the desire that I should

explain to Your Lordship in greater detail the

reasons which led him to decline that offer. I

therefore attach a copy of the letter addressed to

me by Mr. Prior in which he set forth the reasons

for refusing the offer made to him.
